of the 2002 election and mentioned or depicted a candidate
for federal office. Therefore, if BCRA would have been in affect for the 2002
Senate and House elections these
spots would have had to have been paid for by hard money.
University of Wisconsin Advertising Project coders judged that the all of
these spots were meant
