David Tarr
Title: Professor Emeritus

Ph.D. University of Chicago, 1961. Joined the Department in 1963.
Retired in 1995. Served as Chair from 1972-75 and as Director of the
Center for International Cooperation and Security Studies from 1988-95.
Teaching and research focused on U.S. and international security.
Currently his research concerns the role of the Joint Chiefs of Staff
and other senior military leaders in the policy making process. Recent
publications include two co-authored articles: "Military
Professionalism and Policy Making: Is There a Gap at the Top? If So,
Does It Matter?" in Peter D. Feaver and Richard H. Kohn, editors, Soldiers and Civilians: The Civil-Military Gap and American National Security, MIT Press, 2001; and "The Joint Chiefs of Staff: From Service Parochialism to Jointness," in the Political Science Quarterly, Spring 1998.
